Agreements Signed, Center Moves Forward

A Timeline of the Gallegly Center's Development (2017-2018)

October 2017

Gallegly Signs Gift Agreement

  • Gallegly signs the second agreement with CLU - the 2017 "Gift Agreement."
  • Key verbiage in the Gift Agreement obligates CLU to "accept and hold the Archival Collection and furniture (collectively "Materials") in the Library of CLU."
  • The agreement includes no requirement to digitize archives or build or display a replica office.

Engagement with Regent Joanie Young

  • CLU administrators ask Board of Regent member and personal friend of the Galleglys, Joanie Young, to work with the Galleglys to bring to life an expectation included in the 2012-13 Gift Agreement. It read as follows: "Depositor agrees that he will join with CLU in seeking donations of not less than Three Million Dollars ($3,000,000) in total as an endowment to fund the operations of the Gallegly Center."

Board of Regents Approves Center Location

  • CLU Board of Regents authorize campus officials to move forward in the planning and construction of the Pearson Library annex that will house the Gallegly Center.
  • The board resolution on this matter mentions no obligation to digitize archives or to display specific furnishings. Similarly, Board minutes which record official board actions make no mention of digitization or replica office display either.
  • Construction set to begin November 2017, but it is delayed due to a student petition.

Annex Construction

  • Annex is completed, the Gallegly Center space is open, and the office replica is displayed in the Center’s new physical space.
  • The paper files remain boxed and in storage.

Gallegly Writes and Submits Personal Property Agreement

  • Gallegly sends a signed "Personal Property" Letter to CLU, asserting that his office furniture is on loan, not gifted to the university.
  • The letter also makes it clear that Gallegly or designees can reclaim furniture at any time.

Condoleezza Rice Event

  • CLU brings in Condoleezza Rice as a paid speaker.
  • Cost of event and event proceeds are not made public; but later testimony confirms that ticket sales did not cover expenses.

Gallegly Affirms Fundraising Commitment

  • Gallegly writes to Kimball affirming, that he and Janice "will continue to live up to our contract in the Deposit Agreement to HELP the university raise funds."

A Dormant Archive

  • University records from this period (and the lack thereof) suggest that there is little movement on getting the former Congressman’s papers from storage into a usable university archive.
  • The boxes of Congressional papers remain in storage; they are still in the original containers—those the Galleglys used to ship the materials in the first instance.
  • Furniture is “on display as a replica office,” occupying most of the space in the new Gallegly Center.
  • Note this is two years before Varlotta arrives as president
